RFP - Financial Management Software, Human Resources Information System, & Timekeeping Software

GVRD requests proposals from qualified firms to replace the current accounting software and to provide support and maintenance. To that end, GVRD is seeking proposals to engage the services of a qualified professional firm(s) experienced in providing and installing new accounting software that has proven successes in the public/government sector, conversion of historical data, general guidelines for proper workflow and security, start-up training and on-going support and maintenance of all applications. This should include integrations with 3rd party software applications.
GVRD is seeking a user-friendly system to maintain its financial transactions and facilitate financial reporting. The desired software would provide electronic solutions for accounting, budgeting, cash receipts, payroll, fixed assets, Human Resources, timekeeping etc., with the ability to interface with other departments that collect fees for park and recreation transactions. In this Request for Proposal (RFP), GVRD is looking to replace the current system and expand it by adding a human resource information system (HRIS), time and attendance, CIP project accounting, purchase orders, asset management, budgeting, benefits administration, Drill Down Capability, report writing, performance management, Departmental Dashboards, detailed budget expense and CalPERS reporting.

Below are questions submitted to the District, along with the answers provided.

Has the District identified the budget range for the current project - Implementation cost, Annual cost, and number of years?  If so, is it possible to share?                 

 Answer: The Board of Directors have approved the district to update the Finance and HR system to better match the district’s needs and be in line with standards of a public agency system.  A set budget has not been determined to date.

Has the District been in contact with other vendors before the release of this RFP? If so, please list.

Answer: During a previous RFP release for a Financial and HRIS Software System, the district had contact with….NetSuite, Caselle, Tyler Tech, ADP, and Sage.

Does the district need/want a conversion of Misc. Accounts Receivables data to new solution?

Answer: I think you are referring to Invoice History. No conversion needed at this time. However, the need for integration with Civic Rec Plus is there. We process all of our invoices through Civic Rec. currently there is only manual reconciliation to our ERP. With the integration, we could have real time invoicing/ A/R booking to the ERP.

Does the district need/want a conversion of Inventory Control data to new solution?

Answer: The short answer is No. We do not currently run inventory in our ERP so no conversion necessary. We have a few Concessions items that we track in Excel. Nothing that warrants an inventory module.
